These buildings have federal rent subsidies attached to the unit — you apply to the building directly and pay about 30% of your income. Most keep their own waiting list, separate from the housing authority's voucher list.

HHA serves the city of Hartford, operating public housing communities — such as Percival C. Smith Towers, Nelton Court, and the Mary Shephard Place / New Communities development — along with the Housing Choice Voucher program. Many of Hartford''s older large developments have been demolished and rebuilt as mixed-income neighborhoods. Rent in HHA public housing is income-based, set at roughly 30% of adjusted household income.
HHA maintains waitlists for public housing and the Housing Choice Voucher program, applied for online at hartfordhousing.myhousing.com. Waitlists open and close periodically depending on availability and funding — submit only one application. Check current status with HHA before applying, and never pay to apply.
Connecticut protects renters from source-of-income discrimination statewide. Under Connecticut General Statutes § 46a-64c, landlords generally may not refuse to rent to you simply because you would pay with a Housing Choice Voucher or other lawful assistance, and may not apply stricter income requirements to voucher holders. Two exceptions: renting a room in an owner-occupied home, and units in an owner-occupied two-family building. If a landlord rejects your voucher, you may have a right to file a complaint with the Connecticut Commission on Human Rights and Opportunities.
Apply through the Housing Authority of the City of Hartford (HHA) at hartfordhousing.org (online at hartfordhousing.myhousing.com) when waitlists are open. Rent is based on income (about 30% of adjusted household income); eligibility is generally limited to households at or below local income limits. Call HHA at (860) 723-8400. Applications are free — never pay to apply.
