CityFHEPS Renewal: How to Renew and Keep Your Voucher

When HRA mails your renewal, how to submit it, the five-year rule, and who is exempt

How CityFHEPS renewal works: the packet HRA mails five months ahead, how to submit it, the five-year limit and its exemptions, and who to contact.

CityFHEPS must be renewed every year. Missing your renewal can stop your rent payments, so it pays to know the timeline.

The renewal timeline

  • HRA mails your renewal application about five months before your subsidy year ends.
  • If it is not returned, HRA sends warning and final notices. The final notice comes about 30 days before the end of your subsidy year.
  • If you miss the deadline, HRA may restore a late renewal within one year after your subsidy year ended, or longer if you show good cause.

  • Use ACCESS HRA (website or app) to submit renewals and changes.
  • Or email CityFHEPSRenewals@hra.nyc.gov.

Income rules at renewal

To renew, household income must generally be at or below 80% of Area Median Income. That is higher than the limit for first getting CityFHEPS. If your income or household changes during the year, ask HRA to adjust your subsidy with the CityFHEPS Modification Request (DSS-7S).

The five-year limit

HRA says CityFHEPS generally allows up to four annual renewals, with more extensions possible for good cause. Time on earlier programs such as LINC, SEPS and Pathway Home counts toward the total.

The limit does not apply to households that include someone 60 or older, or an adult who receives federal disability benefits.

Under a rule effective September 13, 2025, households with earned income who renew past year five on a good-cause extension pay 40% of income instead of the usual 30%.
