How to apply for Section 8 in Paterson, NJ: Paterson Housing Authority waitlist status, the 2026 NED voucher lottery, site-based lists, 2026 income limits and FMRs.
Section 8 and public housing in Paterson are run by the Housing Authority of the City of Paterson (PHA). Paterson opens its lists in short, announced windows, applications are online only, and selection is by lottery or by the exact time you applied. The general voucher list has not opened since 2020, but a special disabled-applicant list just closed and several buildings run their own lists. This guide explains each route and what to have ready.

Is the Paterson Section 8 waiting list open?
The general list is not taking applications. PHA only accepts voucher applications during announced openings. The last general opening ran August 10 to 16, 2020: online pre-applications only, no paper, an email address required, and a computer lottery on August 19 that selected 1,000 households.
A special 2026 list just closed. PHA opened a Non-Elderly Disabled (NED) Housing Choice Voucher list in October 2026 for households where the head, co-head or spouse has a disability and is 18 to 61 years old. Pre-applications closed October 30, 2026 at 11:59 PM; 300 applicants were selected by lottery, ordered by preference and then by date and time applied. PHA set up public computers at 60 Van Houten Street for people without internet access.
No next general opening has been announced. In late 2025 then-director Irma Gorham said PHA was losing about 300 vouchers because of a federal funding shortfall; in January 2026 she said new applications might reopen soon, but no general opening has followed. We check PHA's announcements page every week and email subscribers the day it changes.

- Income targeting: at least 75% of new vouchers go to households at or below 30% of area median income.
- Search time: 60 days to find a unit, with extensions for a tight market, family illness or lead abatement.

Your rights as a voucher holder in Paterson
New Jersey's Law Against Discrimination (N.J.S.A. 10:5-12(g)) makes it illegal for most landlords to refuse you, or advertise "no Section 8," because you pay with a voucher or any other lawful source of income; a few small owner-occupied rentals are exempt. Complaints go to the NJ Division on Civil Rights (NJCivilRights.gov, 1-833-NJDCR4U) within 180 days. Only a judge can order you to leave, and in most buildings the Anti-Eviction Act requires good cause.
