CityFHEPS for Landlords: Package, Payments & Incentives

What NYC landlords submit to rent to a CityFHEPS tenant, and what HRA pays up front

Renting to a **CityFHEPS** tenant means HRA pays most of the rent directly. This guide covers what landlords submit and what HRA pays, based on HRA's 2026 landlord documents.

Step 1: Check the rent against the limit The rent must be at or below the **2026 payment standard** for the unit size, for example **$2,604** for a studio, **$2,734** for a 1-bedroom and **$2,997** for a 2-bedroom, with all utilities included. If the tenant pays utilities, a utility allowance is subtracted. The rent must also pass a **rent reasonableness** review against comparable units.

Step 2: Submit the landlord package HRA's checklist (DSS-8f, revised April 2026) asks for: - Deed or other proof of ownership - A signed lease - Proof of **HPD registration** - **W-9** for the landlord and payee - Authorization form, if a managing agent signs - Voided check or bank letter, for direct deposit - Acceptance of the HRA **Security Voucher** in place of a cash deposit

Step 3: Walkthrough inspection DSS inspects the unit using its Apartment Review Checklist, and the lead-paint attestation (DSS-10F) applies where relevant.

What HRA pays According to HRA's landlord FAQ (January 2026): - For apartments and SROs, the **first month's rent plus the next three months** of the rent supplement, paid up front - A **broker fee** of up to 15% of annual rent - A **Security Voucher** instead of a cash deposit - Access to HRA's **Special Supplemental Assistance Fund**, a last-resort fund that can cover up to $3,000 in total over the whole tenancy for unpaid rent or damage beyond the security voucher (HRA fact sheet DSS-14n)

HRA has proposed ending its separate unit-hold incentive, so do not count on it.

Fair housing Under the NYC Human Rights Law, landlords generally cannot refuse a tenant because they pay with CityFHEPS or another voucher.
