About this apartment

Carl Mackley Apartments is a Project-Based Section 8 building at 1401 E Bristol St, Philadelphia with 184 apartments (92 subsidized). Rent is income-based, about 30% of household income. Apply directly to the building — call (215) 533-1564.

The subsidy is attached to this building, not to you. You do not need your own Section 8 voucher to apply here — qualifying households pay about 30% of adjusted income as rent and the federal subsidy covers the rest.

About Carl Mackley Apartments

Carl Mackley Apartments is a Project-Based Section 8 property at 1401 E Bristol St, Philadelphia 19124. It has 184 apartments, 92 of which are subsidized (11 one-bedroom, 46 two-bedroom, 11 three-bedroom, 24 four-bedroom).

Who can apply

This program serves low-income families and individuals who meet HUD income limits for the Pennsylvania area (generally at or below 50% of area median income; many buildings prioritize 30%).

How to apply

  1. Call the building at (215) 533-1564 (managed by Winn Managed Properties LLC) and ask whether the waiting list is open and how to get an application.
  2. Most buildings keep their own waiting list — this is separate from the Philadelphia Housing Authority (PHA) Section 8 voucher list.
  3. Submit proof of income, ID for every household member, and Social Security numbers where available.
  4. When your name comes up, the management office verifies eligibility and offers a unit.

Your rights

Philadelphia Fair Practices Ordinance (Phila. Code ch. 9-1100) prohibits source-of-income discrimination including housing vouchers, and is still enforced by the Philadelphia Commission on Human Relations. IMPORTANT: the Pennsylvania Supreme Court's 2022 decision striking down Pittsburgh's similar ordinance (holding the PA Human Relations Act did not grant that authority) has cast legal doubt on the enforceability of Philadelphia's ordinance. Pennsylvania has no statewide protection. Verify current status before relying on it.
