About this apartment

Evelyn Sanders Phase 2 is a Section 811 Supportive Housing for Persons with Disabilities building at 913 W Indiana Ave, Philadelphia with 24 apartments (7 subsidized). Rent is income-based, about 30% of household income. Apply directly to the building — call 215-229-4020.

About Evelyn Sanders Phase 2

Evelyn Sanders Phase 2 is a Section 811 Supportive Housing for Persons with Disabilities property at 913 W Indiana Ave, Philadelphia 19133. It has 24 apartments, 7 of which are subsidized (7 two-bedroom).

Who can apply

This program serves very low-income adults with a disability who meet HUD income limits for the Pennsylvania area (generally at or below 50% of area median income; many buildings prioritize 30%).

How to apply

  1. Call the building at 215-229-4020 (managed by Women's Community Revitalization Project) and ask whether the waiting list is open and how to get an application.
  2. Most buildings keep their own waiting list — this is separate from the Philadelphia Housing Authority (PHA) Section 8 voucher list.
  3. Submit proof of income, ID for every household member, and Social Security numbers where available.
  4. When your name comes up, the management office verifies eligibility and offers a unit.

Your rights

Philadelphia Fair Practices Ordinance (Phila. Code ch. 9-1100) prohibits source-of-income discrimination including housing vouchers, and is still enforced by the Philadelphia Commission on Human Relations. IMPORTANT: the Pennsylvania Supreme Court's 2022 decision striking down Pittsburgh's similar ordinance (holding the PA Human Relations Act did not grant that authority) has cast legal doubt on the enforceability of Philadelphia's ordinance. Pennsylvania has no statewide protection. Verify current status before relying on it.
