About this apartment

About Meadow House

Meadow House is a Section 202 Supportive Housing for the Elderly property at 4649 Paul St, Philadelphia 19124. It has 50 apartments, 50 of which are subsidized (50 one-bedroom). Most current residents are 62 or older.

Who can apply

This program serves households where the head or spouse is 62 or older who meet HUD income limits for the Pennsylvania area (generally at or below 50% of area median income; many buildings prioritize 30%).

How to apply

  1. Call the building at (215) 535-3010 (managed by NewCourtland Elder Services) and ask whether the waiting list is open and how to get an application.
  2. Most buildings keep their own waiting list — this is separate from the Philadelphia Housing Authority (PHA) Section 8 voucher list.
  3. Submit proof of income, ID for every household member, and Social Security numbers where available.
  4. When your name comes up, the management office verifies eligibility and offers a unit.

Your rights

Philadelphia Fair Practices Ordinance (Phila. Code ch. 9-1100) prohibits source-of-income discrimination including housing vouchers, and is still enforced by the Philadelphia Commission on Human Relations. IMPORTANT: the Pennsylvania Supreme Court's 2022 decision striking down Pittsburgh's similar ordinance (holding the PA Human Relations Act did not grant that authority) has cast legal doubt on the enforceability of Philadelphia's ordinance. Pennsylvania has no statewide protection. Verify current status before relying on it.
