About this apartment

About Penn Hills Group Home

Penn Hills Group Home is a Section 811 Supportive Housing for Persons with Disabilities property at 321 Hershey Rd, Pittsburgh 15235. It has 6 apartments, 6 of which are subsidized (6 one-bedroom).

Who can apply

This program serves very low-income adults with a disability who meet HUD income limits for the Pennsylvania area (generally at or below 50% of area median income; many buildings prioritize 30%).

How to apply

  1. Call the building at (412) 793-0904 (managed by Living in Neighborhoods Inc) and ask whether the waiting list is open and how to get an application.
  2. Most buildings keep their own waiting list — this is separate from the Housing Authority of the City of Pittsburgh (HACP) Section 8 voucher list.
  3. Submit proof of income, ID for every household member, and Social Security numbers where available.
  4. When your name comes up, the management office verifies eligibility and offers a unit.

Your rights

Pittsburgh City Council passed a source-of-income nondiscrimination ordinance in 2015, but it was challenged immediately, never enforced, and struck down — the Pennsylvania Supreme Court held in 2022 that the Pennsylvania Human Relations Act did not grant the city that authority and that Pittsburgh's home-rule Business Exclusion invalidated it. Pennsylvania has no statewide protection, so landlord participation in the voucher program is voluntary in Pittsburgh
