These buildings have federal rent subsidies attached to the unit — you apply to the building directly and pay about 30% of your income. Most keep their own waiting list, separate from the housing authority's voucher list.

HACE is at 688 Maple Avenue (908-965-2400, info@hacenj.com). It selects Section 8 applicants by the date and time they applied, and voucher holders pay at least 30% and initially no more than 40% of adjusted income toward rent. Applications are taken through the HACE Applicant Portal (pha-web.com/portals/applicant/2093). Elizabeth is in HUD's Newark metro area, where the FY2027 Fair Market Rent (effective October 1, 2026) is $1,850 for a one-bedroom and $2,233 for a two-bedroom.
As of November 2026 HACE is not accepting Section 8 applications "until further notice." HACE's multifamily (1- and 2-bedroom) and senior (1-bedroom) public housing lists took pre-applications June 30 to July 2, 2026 and are now closed. Union County's separate Housing Choice Voucher list opened June 1, 2026 and hit its 500-application cap within minutes. The statewide NJ DCA voucher list is also closed. Sign up below for an email when any of these lists reopen.
New Jersey protects renters from source-of-income discrimination statewide. Under the New Jersey Law Against Discrimination (N.J.S.A. 10:5-1 et seq.), landlords generally may not refuse to rent to you, or advertise "no Section 8," because you would pay with a Housing Choice Voucher or other lawful rental assistance. Complaints go to the NJ Division on Civil Rights (NJCivilRights.gov, 1-833-NJDCR4U).
When HACE opens a list, apply online through its Applicant Portal; openings are short and selection is by date and time, so apply the first morning. Union County's voucher program (unioncountysection8.org, 908-527-4000) is a second route with preferences for county residents, seniors, people with disabilities, veterans and working households. Between openings, apply directly to the project-based Section 8 and tax-credit buildings on this page. Applications are always free.
