These buildings have federal rent subsidies attached to the unit — you apply to the building directly and pay about 30% of your income. Most keep their own waiting list, separate from the housing authority's voucher list. Tax-credit buildings are different: their rents are capped based on area income, not set at 30% of your income — contact the management office for current rents.

About This Program in New York
In Syracuse, the Housing Choice Voucher (Section 8) program and public housing are administered by the Syracuse Housing Authority (SHA). Rent is income-based — generally about 30% of adjusted household income — whether in an SHA community or with a voucher used in private housing.
How to Apply in New York
Apply through SHA at syracusehousing.org when waitlists are open. New York protects renters from source-of-income discrimination statewide (Human Rights Law, Executive Law §§ 292, 296, amended 2019), so most landlords cannot refuse a Housing Choice Voucher. Call SHA at (315) 475-6181.
