About This Program in Pennsylvania
In Pittsburgh, the Housing Choice Voucher (Section 8) program and public housing are administered by the Housing Authority of the City of Pittsburgh (HACP). Rent is income-based — generally about 30% of adjusted household income — whether in an HACP community or with a voucher used in private housing.
How to Apply in Pennsylvania
Apply through HACP at hacp.org when waitlists are open; the Occupancy Department handles both programs at (412) 456-5030. Important: Pittsburgh does not protect renters from source-of-income discrimination — the city''s 2015 ordinance was struck down by the Pennsylvania Supreme Court in 2022 and never enforced, and Pennsylvania has no statewide protection, so a landlord may legally decline your voucher. Federal Fair Housing protections still apply.
