PHCD serves all of Miami-Dade County, operating public housing communities — such as Liberty Square, Scott Carver, and Smathers Plaza — along with the Housing Choice Voucher program. Rent in PHCD public housing is income-based, set at roughly 30% of adjusted household income.

PHCD opens waitlists for public housing and the Housing Choice Voucher program periodically, and applications are often taken by lottery when a list opens. Waitlists open and close depending on availability and funding. Check current status directly with PHCD before applying, and never pay to apply.

Miami-Dade County protects renters from source-of-income discrimination. Under Miami-Dade County Code Chapter 11A, "source of income" includes Section 8 Housing Choice Vouchers, Social Security, SSI, and other lawful income — and landlords generally may not refuse to rent to you simply because you would pay with a voucher. Note that Florida has no statewide source-of-income protection, so this protection comes from county law and applies within Miami-Dade County. If a landlord rejects your voucher, you may have a right to file a complaint with the Miami-Dade County Commission on Human Rights.
