About Section 8 in Newark

NHA serves the City of Newark from its main office at 500 Broad Street. It runs family developments such as Betty Shabazz Village, Joseph P. Bradley Court, Stephen Crane Village and Pennington Court, senior buildings such as Baxter Terrace Elderly and Seth Boyden Elderly, and the Housing Choice Voucher program. Rent in NHA public housing is about 30% of adjusted household income. HUD's FY2027 Fair Market Rent for the Newark metro area (effective October 1, 2026) is $1,850 for a one-bedroom and $2,233 for a two-bedroom; NHA's posted voucher payment standards are still last year's $1,822 and $2,205.

Waitlist Overview

As of November 2026 NHA's Housing Choice Voucher (Section 8) waiting list is closed. It reopened September 16, 2025 for the first time since 2013, selected applicants by lottery with preferences for people who live or work in Newark, veterans and seniors 62+, and has since closed. NHA's general public housing list opened January 29, 2026, and most site-based public housing lists accept applications online. The statewide NJ DCA voucher list is also closed. Source of Income Protections

New Jersey protects renters from source-of-income discrimination statewide. Under the New Jersey Law Against Discrimination (N.J.S.A. 10:5-1 et seq.), landlords generally may not refuse to rent to you simply because you would pay with a Housing Choice Voucher or other lawful rental assistance. If a landlord rejects your voucher, you may have a right to file a complaint with the New Jersey Division on Civil Rights.
