The official CityFHEPS phone number is 718-557-1399. Here is who to call or email for applications, renewals, landlords, and discrimination.

You cannot apply for CityFHEPS on your own. Most people get CityFHEPS through a shelter caseworker or a Homebase provider. When you need to reach the program directly, these are the official contacts published by NYC HRA/DSS.

Main CityFHEPS phone number

718-557-1399 is HRA's Rental Assistance Call Center (the DSS OneNumber). It answers CityFHEPS questions Monday to Friday, 8 AM to 5 PM. The same number is listed for landlords.

Contacts by situation

  • Not in shelter and at risk of eviction: call 311 and ask for the nearest Homebase. Homebase is how households in the community apply for CityFHEPS.
  • In a DHS shelter: start with your shelter caseworker. They submit the CityFHEPS application for you.
  • Renewals and changes: use ACCESS HRA (website or app), or email CityFHEPSRenewals@hra.nyc.gov. If your income or household changes, ask HRA to adjust your subsidy with the CityFHEPS Modification Request form (DSS-7S).
  • Mailing address: Rental Assistance Program Unit, 109 East 16th Street, 1st Floor, Room 102, New York, NY 10003.
  • Landlords: call 718-557-1399 or 311.
  • A landlord refused your voucher: that is usually illegal in NYC. Call the NYC Commission on Human Rights at 212-416-0197.

Renewals

CityFHEPS is renewed every year. HRA mails your renewal application about five months before your subsidy year ends, then sends reminder notices. Return it on time so your rent payments do not stop.

Watch out for scams

HRA pays approved broker fees directly, so a broker should not ask you for an extra fee. Never pay anyone who promises to get you a CityFHEPS voucher or apartment, and only trust contact information published on nyc.gov.

Get help

If you cannot get through, a free legal-services or homelessness-prevention provider can contact HRA for you.
